Full outer join not pulling all records from right table

I am attempting to pull all rows from the left table as well as the right table with the following example query. However, there is one row from the right table that is not being included because it does not exist in the left table and I cannot see why. What am I missing?



SELECT *
FROM required i
full outer JOIN scheduled RI
ON I.yr = RI.yr
AND I.num = RI.num
AND I.typ = RI.typ
