Postgres Query Parent base on association child

Multi tool use
The Scenario
- Client has zero or many assessments
- Assessment has zero or many assessment_domains
- Assessment has 12 assessment_domains
- assessment_domain has field score(integer) value (1 to 4)
SELECT "clients".* FROM "clients" INNER JOIN "assessments" ON "assessments"."client_id" = "clients"."id" INNER JOIN "assessment_domains" ON "assessment_domains"."assessment_id" = "assessments"."id" WHERE "assessment_domains"."score" = 2;
So I expect to have only clients who have all assessment_domains.score = 2. Something was wrong with my query?
postgresql postgresql-9.6
